民以食爲天(민이식위천) 民 백성 민 | 以 써 이 | 食 밥 식, 먹을 식 | 爲 삼을 위, 할 위 | 天 하늘 천 | 백성은 음식을 하늘로 여긴다는 말. 사기(史記) 역생육가열전(酈生陸賈列傳)에는 한(漢)나라의 역이기(酈食其)라는 모사(謀士)에 대한 이야기가 실려있다. 진(秦)나라가 멸망한 후, 한왕(漢王) 유방(劉邦)과 초패왕(楚覇王) 항우(項羽)는 천하를 다투고 있었다. 항우는 우세한 병력으로 유방을 공격하였다. 이에 유방은 성고의 동쪽 지역을 항우에게 내주고자 하였다. 이때 유방의 모사였던 역이기는 식량 창고인 오창(敖倉)이 있는 그 지역을 지킬 것을 주장하며 다음과 말했다.
