사기(史記) 역생육가열전(酈生陸賈列傳)에는 한(漢)나라의 역이기(酈食其)라는 모사(謀士)에 대한 이야기가 실려있다.

진(秦)나라가 멸망한 후, 한왕(漢王) 유방(劉邦)과 초패왕(楚覇王) 항우(項羽)는 천하를 다투고 있었다. 항우는 우세한 병력으로 유방을 공격하였다. 이에 유방은 성고의 동쪽 지역을 항우에게 내주고자 하였다. 이때 유방의 모사였던 역이기는 식량 창고인 오창(敖倉)이 있는 그 지역을 지킬 것을 주장하며 다음과 말했다.

"저는 천(天)이 천(天)이라는 것을 잘 아는 자는 왕업을 이룰 수 있으나, 천을 천으로 알지 못하는 자는 왕업을 이룰 수 없다. 왕자(王者)는 백성을 천(天)으로 알고 백성은 먹을 것을 천(天)으로 안다[王者以民人爲天, 而民人以食爲天]라는 말을 들은 적이 있습니다."

유방은 역이기의 말에 따라, 곧 전략을 바꾸었다. 民以食爲天이라는 말은 한서(漢書) 역이기전(酈食其傳)에도 실여 있는데, 이는 백성들에게 제일 중요한 것은 먹고 사는 것 임을 뜻한다.
